Launched in September 2014 by the Head of State, the High Council for the Sea (HCM) aims to establish an expanded system to better organize and better coordinate services that have jurisdiction over the Togolese maritime and meet changes in security matters, environmental and economic.
HCM has the task to define precisely the maritime borders of the country, to improve the control of ships and boats to fight against pollution and coastal erosion, promote fishing.
This body should also consider ways to combat piracy, a phenomenon that is growing in the Gulf of Guinea. An international summit on this topic will be held next November in Lomé.
At the Council of Ministers held Friday, a decree was issued on state missions at sea. It aims to organize and clarify the various missions of the State at sea. Another decree the creation the functions and organization of the National Maritime Security Committee.
It takes into account the new security challenges which Togo faces.
These issues require the state to now give more priority to the port and maritime security.
